Outdoor advertising news racks provide a neat and attractive receptacle to house publisher's transaction boxes. Our news-rack regulations affect both noncommercial and commercial speech. Because noncommercial speech, such as political speech, receives greater protection under the First Amendment than commercial speech, publishers often argue that city regulations should be treated as restricting noncommercial speech. The units are designed in a modular format which can swell from four boxes to as many as fourteen.
